The GOP Central Committee is the legal entity of the republican party; It is the Party.
It creates, adopts, revises and adheres by the party by-laws or permanent rules.
Has ultimate decision making authority over party policy, direction, staffing and finances that has not been delegated to the party officers.
Elects officers (e.g. Chairman) to deal with the day -to-day oprerations of the party.
Votes to fulfill vacancies that occur in "partisan" elected offices until the next scheduled election; at which time the person appointed by the Central Committee will
be the "incumbent".
Elects delegates to RNC (State Central Committee nly)
Elects the "electors" who will cast the electorial college ballots in Presidential elections (State Central Committee only)
Establishes the basic framework (State Party By-Laws) with which all country and local party organizations must comply.
Represents the interests and the will of the party members within their jurisdiction, to the Central Committee of the party.
Speaks for the Central Committee of the party to the party members within their jurisdiction.
Should provide leadership in their jurisdiction for party activities which may include planning, organizing, publicizing, fundraising, or preforming.
Is expected to play a lead role in education the public before elections, and "Getting Out The Vote" on election day.
